The Commission for Complaints for Telecom-television Services (CCTS) is pleased to announce that Josée Bidal Thibault will become its new Commissioner and Chief Executive Officer, effective January 1, 2026. This follows the previously announced departure of Howard Maker, who will conclude his successful tenure as Commissioner and CEO on December 31, 2025.
Josée Bidal Thibault has 17 years of executive leadership experience, including as CCTS’ Assistant Commissioner. Since the CCTS’ inception, she has been instrumental in shaping the CCTS’ strategic direction, operational growth, and organizational culture. With experience from both the CCTS and the private sector, she brings regulatory, business, and strategic expertise to lead the CCTS. Ms. Bidal Thibault holds an MBA from the Sprott School of Business at Carleton University, a B.A. (Honours) in Law, and is a Certified Human Resources Professional (CHRP). She will continue to work closely with the Board of Directors to carry out the strategic vision for the future of the CCTS.

Under Josée Bidal Thibault’s leadership, the CCTS will continue to deepen relationships with government, consumer advocacy and civil society groups, service providers, and industry partners, while enhancing operational effectiveness and public awareness of its services. The CCTS will continue to deliver value by aligning the organization with the evolving needs of its stakeholders. The Board has expressed confidence that Ms. Bidal Thibault’s vision and experience will position the CCTS to meet new challenges and opportunities in the years ahead.

The CCTS is Canada’s national, independent telecom and TV ombuds organization dedicated to working with consumers and service providers. The CCTS provides impartial, fair, and effective complaint resolution services at no cost to consumers. Telecom and TV consumers can reach out to the CCTS for help and file a complaint if they are unable to resolve a dispute with their service provider.
