Our Commissioner and CEO – Josée Bidal Thibault

Josée Bidal Thibault is the Commissioner and Chief Executive Officer of the CCTS. A founding executive, Josée has been instrumental in shaping the CCTS’ strategic direction, operational maturity, and organizational culture since its inception.
Josée has 17 years of executive leadership and brings deep operational expertise, strong stakeholder relationships with consumer groups and service providers, and a strategic vision for the future of the CCTS. She has consistently driven transformative initiatives aimed at improving service delivery, increasing operational effectiveness, and delivering value by aligning the organization with the evolving needs of its stakeholders. Josée was previously the Assistant Commissioner at the CCTS and held that role between 2008-2025.
Prior to joining the CCTS, Josée worked with the regulatory law team at a telecommunications service provider, focusing on compliance with regulatory and privacy obligations.
Josée holds an MBA from the Sprott School of Business at Carleton University, a B.A. (Honours) in Law, and is a Certified Human Resources Professional (CHRP). She brings a particular interest in organizational behaviour and governance, and is known for her collaborative leadership style, strategic foresight, and ability to drive positive change in complex environments.
Assistant Commissioner – Janet Lo

Janet Lo is the Assistant Commissioner at the CCTS. Janet’s portfolio includes executive oversight of Legal, Regulatory, Stakeholder Affairs & Communications, and Human Resources.
As a member of the CCTS’ executive team, she helps shape the organization’s strategic direction, advance stakeholder initiatives, and innovate service delivery. Under her leadership, Janet’s teams provide legal and regulatory guidance on matters such as the regulator’s Codes of Conduct, oversee compliance activities, recruit and retain top talent, and spearhead CCTS’ public facing communications, including public awareness activities and consumer insight and trends reporting.
Janet works closely with regulators, industry participants, and other stakeholders to drive improvements across the telecom landscape.
Prior to joining the CCTS in 2021, she held several leadership roles over 13 years, such as leading government relations, regulatory and legal team at a telecommunications service provider; providing policy advice on legislative and regulatory initiatives in the banking industry; and representing public interest groups on consumer protection issues across regulated industries.
Janet holds a LL.B. (Law & Technology specialization) from the University of Ottawa Technology program, and a B.Ed. from the University of Alberta. She brings extensive experience in consumer and competition law, intellectual property, privacy, and administrative law.
Chief Business Intelligence Officer (CBIO) – Bruno Michel

Bruno Michel is the Chief Business Intelligence Officer at the CCTS. As a member of the executive leadership team, he plays an important role in ensuring the organization is well positioned to meet evolving needs and strategically leverages data, technology, and insights to improve service delivery and organizational effectiveness.
Bruno brings more than 20 years of experience in IT, executive leadership, digital services, and data and information management, leading large-scale transformation initiatives in complex public-sector organizations with responsibilities spanning governance, cybersecurity, enterprise platforms, and service delivery.
Before joining CCTS, he served the National Capital Commission as Chief Information Officer and Director IT and Geomatics. In his time with the NCC he led strategic and operational planning for enterprise IT and geomatics services including infrastructure, applications, cybersecurity and launching AI innovation initiatives. Before working with the NCC, he worked with the City of Gatineau leading the IT strategic plan and enterprise project portfolio.
Recognized for a people-focused leadership approach and a consistent track record of delivering results, Bruno brings practical experience in modernizing digital services, strengthening data and information management practices, and aligning technology with organizational objectives.
Bruno has an educational background in Computer Science from Université du Québec à Chicoutimi and Project Management from Université du Québec en Outaouais.
Chief Client Services Officer (CCSO) – Marc Thériault

Marc Thériault is the Chief Client Services Officer at the CCTS. As a member of the executive leadership team, he plays a central role in ensuring that CCTS delivers fair, timely, and consistent outcomes for consumers and service providers, while advancing operational excellence and organizational alignment.
With more than 20 years of executive experience leading large, multisite service organizations, driving multi-million-dollar cost saving, and modernizing service delivery through technology transformation, Marc brings a proven record of innovating operations, optimizing resources, and improving the client experience across national and global portfolios.
Before joining the CCTS, Marc served as National Vice President, Business Process Services at Maximus Canada, where he oversaw delivery for federal and national accounts and led technology and operational enhancements focused on quality and compliance. He previously held senior leadership positions with People Corporation, NTT BPO, and Sun Life Financial, where he directed large scale contact center and claims operations teams. He has a proven track record with leading initiatives that consistently exceeded SLAs and KPIs, driving operational efficiency, and enhancing customer satisfaction.
Throughout his career, Marc has been recognized for driving operational efficiency, developing high performing teams, and strengthening organizational resilience through thoughtful, data driven change. His leadership philosophy emphasizes clarity, accountability, and collaboration.
Marc’s educational background includes a Bachelor of Social Science in Economics and Geography from the University of Ottawa.
