Structure and Funding

CCTS is a not-for-profit corporation, originally incorporated under Part II of the Canada Corporations Act. In January 2014 CCTS was continued under the Canada Not-for-profit Corporations Act.

CCTS is funded entirely by its Participating Service Providers, based on a formula approved by CCTS’ Members.

Every Participating Service Provider pays a fee for each customer complaint accepted by CCTS (known as a Complaint-Based Fee or “CBF”). Since August 1, 2014, CBF funds 40% of CCTS’ budget.

Participating Service Providers with greater than $10 million in Canadian telecommunications revenues also pay a Revenue-Based Fee (“RBF”). The amount to be paid by each RBF payor is calculated in proportion to that payor’s proportionate share of total eligible Canadian telecommunications revenues reported to CCTS by all the RBF payors. Since August 1, 2014, RBF funds 60% of CCTS’ budget.

Participating Service Providers with less than $10 million in Canadian telecommunications revenues do not pay RBF. Instead, they pay a nominal Annual Fee.
